Organizational Set-Up

The agency is governed by the Tribunal composed of the following:

Evaluation of Performance

The Senate Electoral Tribunal was able to surpass most of its targeted activities. For its judicial operations, three (3) contests were filed with the Tribunal and docketed for further appropriate proceedings: SET Case No. 001-92 (John H. Osmeña, Protestant, versus Freddie N. Webb, Protestee) filed June 23, 1992; SET Case No. 002-92 (Santanina Rasul, petitioner) filed June 24, 1992, the petition being subsequently amended to implead Senators-elect Freddie N. Webb and Blas F. Ople as protestees; and SET Case No. 003-92 (Dr. Alfredo R.A. Bengzon, Protestant, versus Wigberto E. Tañada, Francisco S. Tatad, John H. Osmeña and Agapito “Butz” Aquino, Protestees). The three contests went through the usual preliminary incidents, issuance and service of summons and the filing of answers by the protestees.

Another accomplishment of the Tribunal is its decision to revise its Rules which was adopted in 1987 to make them more comprehensive. A draft was thereafter submitted and approved at the Tribunal’s meeting held on June 4, 1992. The Revised Rules, as thus approved, were published in the June 15, 1992 issue of the Philippine Daily Inquirer and went into effect fifteen (15) days after such publication.
